Montenegro can be done by bus if you keep to the main coast and town-to-town route. The moment you want mountain viewpoints, village stops or flexible lake days, public transport starts shaping the trip more than you do.

A bus-based Montenegro trip can be perfectly sensible. Kotor, Budva, Tivat, Podgorica and other main towns are not unreachable, and avoiding a car can remove parking and driving stress. The limitation is texture. Buses are less helpful when you want to stop above the bay, reach trailheads, move through Durmitor comfortably or turn Lake Skadar into more than a point on the map. Non-drivers should not avoid Montenegro, but they should design a route that suits the transport rather than copying a road-trip itinerary.
