Peak summer is when Montenegro’s appeal and friction arrive together. The sea is inviting, the towns are alive and the bay looks spectacular. It is also when Kotor and Budva can feel busiest, roads around the coast slow down and casual planning becomes more expensive. The answer is not to avoid summer automatically. It is to build a smarter summer version: book the hard-to-replace pieces, visit famous places outside the worst hours and include at least one section where the trip can breathe, whether that is Lake Skadar, Lovćen, Durmitor or a quieter base.
