Lagos
Choose Lagos for the broadest first experience.
The old town has enough restaurants and evening life to be enjoyable without a car. Ponta da Piedade is close by, and several beaches sit beneath the cliffs around town. Boat trips make it easy to see caves and rock formations from the water.
Lagos also works well if you arrive without a car and are happy to stay fairly local. You can fill several days between town, the nearby beaches and the cliffs without organising transport every morning.
The limitation comes when you want to explore farther west. Beaches become more spread out towards Sagres and the Costa Vicentina, and a day that looks simple on a map can involve much more planning without your own car.
Lagos is also the busiest of these choices. In summer, parking, restaurants and the most famous beaches can become crowded. Stay three or four nights when you want both town life and time along the coast.
Faro
Faro is the practical base.
The airport and main transport links are close, the old centre is pleasant for a day, and boats leave across the Ria Formosa to island beaches. It works well for a short car-free stay or the first and last night of a wider Algarve trip.
If you are travelling around the Algarve without driving, that convenience matters. Faro is easier to use as an arrival point and onward base than somewhere like Sagres, and you do not need a car simply to have a beach day.
Faro is less dramatic than Lagos or Sagres. Choose it for convenience, local life and access to the lagoon rather than for cliff scenery outside the hotel door.
Tavira
Tavira suits travellers who want a quieter town and slower evenings.
The centre spreads along both sides of the river, with tiled buildings, small squares and restaurants that do not depend entirely on nightlife. The beaches are on sandy islands offshore, so a beach day usually begins with a short boat or ferry ride across the lagoon.
That extra step is worth understanding before choosing it. Tavira works well without a car, but the beach is not something you simply wander down to from the old town. The ferry becomes part of the day.
For travellers happy to settle into one place, that is rarely a problem. Tavira is a good choice for couples, older travellers and anyone using trains. It is less suitable for people who want surf, beach clubs or a busy night out.
Sagres
Sagres feels different from the central and eastern Algarve.
The land is open and exposed, the wind is stronger and the coast faces the Atlantic. Travellers come for surf, walking, cliffs and sunsets rather than a polished resort atmosphere.
A car is useful, especially for reaching beaches and the wider Costa Vicentina. Without one, Sagres works best when Sagres itself is the reason for staying. It is a weaker choice if the plan is to use the town as a base for exploring a different stretch of the western coast every day.
Sagres can feel quiet outside the main season, and the weather is cooler and windier than farther east.
