The safer plan is to make the balloon a highlight, not the whole argument. Walk valleys, visit viewpoints, choose a good base, leave a weather buffer and enjoy the spectacle even from the ground if flights go ahead. If seeing Cappadocia from above is the only thing you care about, the region becomes a gamble. If the landscape interests you anyway, it becomes a better bet.
